Rundown: rpanons is an anonymous community for fictional character role-play related topics. This place serves as a forum for game discussions, canon discussions, RP solicitations (ATP, game ads, open memes), and advice. while I agree there's a difference between 'completely out of nowhere unsupported by canon text fun factoid that also isn't outright disproven or contradicted by canon' and 'general facts that could be reasonably assumed or inferred or incorporated into an otherwise not-elaborated-on background based on one's ability to read between the lines' ... they kind of both are still under the umbrella of headcanon, ultimately

which is why i think op's question is a little too broad. some characters might need the second kind if a given app form wants to know more about their history in depth, there's plenty enough canons out there where we know plenty enough about a character in the present runtime of the canon and how they think, how they interact, but their background might get a very brief gloss or few offhand lines of dialogue and that's it. the first kind though is typically never needed and shouldn't be part of an app.

i will say that if i'm using reasonably inferred headcanon to fill in the blanks, i do note it somehow like "canon never really gives us the details but Alice mentions offhand that she grew up in the upper class districts of Fantasylandia, so while canon doesn't actually mention that she knows the Smith, Doe, and Dela Cruz families, it's probably safe to assume that she's aware enough of them because they were mentioned to go around showing off to everyone who'd listen", just to make it clear to the mods. i've never really had issues previously when doing this, especially if i note that i'm not going to spring surprise cr on any potential castmates from said families without discussion first?

da and this, sometimes you need inferred headcanon to fill in important blanks in a character's background.

for example, i played a character who we knew from canon had a mother who died when he was young and a father who wasn't in the picture. canon didn't tell us what happened to him after his mother died, but obviously he had to have grown up SOMEWHERE, and given the fact that in current canon he's very involved in volunteering at an orphanage, the most logical inference to make is that he was raised in that orphanage after his mother's death. i just noted in my app that while canon didn't say where he actually grew up, it was most likely at the orphanage given what we see in canon.

a later canon update confirmed that that was in fact what happened, so it was a more than reasonable headcanon to include.
