I don't know what their deal is with Ibaraki, but Shuten is blatantly sexualized in her behavior and dialogue. Brave Liz is not. You're being a little disingenuous just going off their designs, especially since Liz's armor is an obvious retro homage (to Dragon Warrior, even) and this is even commented upon in the story.

Is it a little tacky? Yeah, maybe. Is it the "same level of gross" as Shuten? Uh, no. Not even close. Go look at Shuten's FA art again and tell me that's not pandering to a fetish. Liz is just being an oblivious dork and this is consistent in all her lines. And her FA is... smiling happily at her squirrels, wow. So lewd.

also the original design actually fit the wearer. brave liz's version of it isn't just skimpy like the original, it's also oversized for her and the only reason her artwork isn't full-on nsfw is the angle.

it's part nostalgia-pandering for people who grew up on older rpgs (like the whole event), but it's definitely also intended as pandering to the crowd that's into sexualized teenage girls.

i mean, a lot of the sillyness associated with liz (brave liz is just a joke version for the halloween event) is better explained in the game she comes from, fate/extra CCC, but that game never came out in the US and i'm not sure how good the fan translation actually is.

they kind of touch on it in orleans, particularly in her interactions with carmilla, but yeah, there's a method to the madness of that character. brave liz is just gross, though, idk why it exists other than for people to be horny over a middle schooler in a metal micro-bikini that is literally falling off of her.

WHAT I MEAN IS fgo doesn't do a good job of showing why liz is an interesting character. it kind of drops this ball for a LOT of the characters that come in from other fate franchises, because the heavy lifting for the characterization and motivations was done in another series, so why bother. add to that shit like brave liz and it's pretty obvious she only exists in the game as fanservice.
