Rundown: rpanons is an anonymous community for role-play related topics. This place serves as a forum for game discussions, canon discussions, RP solicitations (ATP, game ads, open memes), and advice. Can't compare to other games since I came back to DW after a hiatus, but I'll confirm that all the CR I've gotten that isn't from castmates is due to ME reaching out.

I just don't reach out often because I'm canon-blind to everybody and most people don't write enough to give me a sense of what our characters would do. If you have concrete interests for your character, that helps me because then I can say 'ah yes they both like or do thing X'. Whereas there's a lot on there that's just 'gimme everything' or 'so and so needs friends' and if I don't know anything about the character or the canon that's just not enough for me to go on to reach out.

This! Like the dreaded lazy "let's do something this month" in plotting posts, a CR meme post that gives more concrete ideas will grab my interest faster while I'm wading through a flood of "I need friends". Also it's good to say what kinds of CR you're looking for ("I need friends" for example) just to show who is open for what. Just saying that going the extra mile of talking about what you have to offer other people really helps it stand out. If they're engaged with the setting and show an interest in sharing that with other players that tells me they have exactly the collaborative attitude I like to see in this hobby.

Naming even a broad character archetype helps a lot to people who are canonblind. "my character needs friends" is hard to respond to, "my character makes friends over food/music/beating the shit out of each other" is easy

I never have problems getting hits on CR memes when I state specifically what types of CR I am looking for (i.e. "my character has a little sister back at home that she really misses, so she would love some CR she could dote on as a substitute little sister" or "my character has a phobia of commitment so ships are out, but some FWBs would be great"). That way people who aren't familiar with your character don't have to try to think up how your characters would get along, they can just go "oh I'd really like a big sister figure for my character" and that gives you a springboard to start plotting CR right there.
