I've played at some very tiny games with small but active playerbases but their premise setups worked fine with a small group. But they didn't wind up that way out of reputation, they either started small or slowly shrank over time but still had players interested. Those games had enthusiastic players and nothing was tainted by past negativity and since they didn't have bad reps, they were still able to still get some occasional lively new blood that brought some good players and characters into the game.

With a situation like this, even if the wank-related drops stop happening, the game's rep means it most likely won't get enough of a trickle of new blood to replace the natural drops that happen over time.
