Fantasy with plot, magic, and layers of secrets

This is based on a dream I just had so I'm frantically typing this out before I forget. (Plus I have to get to work super quick so. I don't have a lot of time to play around with, here.)

Someone from the lower echelons of society has been found to be cursed. The curse presents a threat to their village, as curses attract more curses, and after the meager harvest this autumn, they can't afford that. As an early winter creeps in, the villagers put the randomly cursed, very betrayed and terrified person on a boat, leave them on the island amid the giant lake up in the mountain above the village, and retreat. Between the cold and the fact humidity chills most living beings more effectively, the cold gets to them quickly. They try to find some shelter on the island under some trees, or maybe make a lean-to to at least get out of the wind.

It's then that they're approached by someone. He walks very quietly even on the frosty, leaf-strewn ground, and somehow, the cold doesn't appear to bother him in the slightest. While your character is shaking under multiple layers, this man's cheeks aren't even flushed from the harsh winds. He takes one look at your character, and he knows: they're not cursed, not exactly. They're cursed so long as they live in the valley. If they live up in the mountains, then whatever magic had afflicted them can't touch them.

This is when some plot issues begin to pile up, subtly but steadily. No one is supposed to be living in the mountains, because no one can - it gets too cold, everyone knows these mountains are empty, and yet there are whole towns up here. Not just one town, several, visibly dotted across the top of the mountains. On my character's end, he's quick to note no other cursed person dragged up here survived long enough to be found - your character should definitely be dead or at least have frostbite, but there isn't any. And then the real kicker: when everyone in the mountains is speaking in their native tongue, your character knows some of those words.

Is it mixed ancestry, even though that's forbidden by law on one side and by massive social stigma/fear of mythical magic on another? Were they adopted as a child by a village couple and forgot their original identity? Is it magic? Is fate hauling them here? What will become of them, up above the mountain, taken in by an apothecary's apprentice, living on his family's charity but now without their own family?

Could eventually go romantic (I'm not opposed), but would love to focus on the mystery, the struggle to find a place for a person in another society, and my character trying to inexpertly guide yours through this.
