It's been a while since I've gotten into an anime or manga. Rec me an anime or manga with the following:

-horror or crime genre (i'm fine with lots of gore or outright guro too)
-adult main characters (a few teenage/child characters are fine but I'd prefer that the main focus not be on teenagers/kids)
-not overly focused on powers/attacks/abilities...I'm totally fine with supernatural/sci-fi elements but I'd prefer it not be focused on power-based combat/powering up and gaining new abilities to beat the baddie/etc.
-awesome villains are a definite plus

Some examples of stuff I've liked in the past: monster, anything junji ito, parasyte, hellsing

check out Akumetsu. the main character is a teenager and some of the storylines involve his classmates, but most of the characters are adults well out of their teens. extreme amounts of gore, sci-fi elements but no shounen powerup stuff, very heavy on the political commentary.

mushi-shi? it's about a man who wanders around old-timey japan dealing with little supernatural organisms called mushi.

psycho-pass perhaps? it's about a bunch of adults fighting crime in a rather dystopian future and it has a pretty interesting villain, though ymmv on the ending. that's in regards to the first season anyway; there's another season and a movie, but i found the second season disappointing and never got around to watching the movie. but s1 at least is pretty solid and can stand on its own, and i think you might like it!

Psycho Pass fits all the criteria you listed.

dogs: bullets & carnage (though there is a lot of flashback stuff to when the main characters were kids, it has awesome villains though)

definitely seconding dogs because it sounds like it's right up your alley, but you should try to pace yourself as you read it unless you're cool with cliffhangers. it's a really good manga but it hasn't been updated in like two years afaik.

it's a 90's era crime noir manga with gorgeous art by tsutomu takahashi all about that good old trope of the hard boiled detective cop who does unconventional and probably illegal stuff to put the bad guys away. the mc is a SUPER hardcore ruthless and an interesting and fucked up guy who deals with interesting and fucked up crimes-- not just your standard "who killed X today?." while there's some stuff that takes a sliiiightly spooky/powers? oriented bent, it's mostly set in a modern, realistic world.

You might like 91 Days? It's more of a mafia/revenge story

Ghost in the Shell: Stand Alone Complex

The movies are great too, but the series is really great.

Late but try Yuureitou or Ajin. Yuureitou goes hard into LGBTQ+ elements if that's something you're interested in for character profiles. It starts off with different crimes including horror elements then into a torture/death maze arc then back into crime+horror.
Ajin has immortals but it's not really about how powerful someone can get through training but rather how immortality is used creatively for tactical diversions in gun fights against military units. Sato is also the best villain ever because he's too good at what he does.
