Rundown: rpanons is an anonymous community for role-play related topics. This place serves as a forum for game discussions, canon discussions, RP solicitations (ATP, game ads, open memes), and advice. The occasional off topic comment is inevitable, but please keep heated social and political topics to their respective communities. Posting them here will only get them frozen. Via plurk. Pretty much the mods plurk to their timelines, people replurk to spread the word.

The other way is via ATP. Post a character ad and if your preferences fit the game, a player is likely to mention it. Though this is less common since ATP is slowly becoming less and less used and plurk is becoming the main way to find games.

From what I've seen most games that start up now post an ad here to rpanons and link to a mod plurk. ATP is less commonly used but still exists, that's at app_this_plz if you're unfamiliar with it. It's unfortunately true that people tend to rely on word-of-mouth now rather than posting ads. The character ads on ATP can be a useful place, though, if you want people to come to you.
