Yes. She always thought it was wrong to kill humans. And she has good reason to be angry with him: Asgore is a liar and coward.

Asgore, grieving and angry, saw how the people of the kingdom fell into despair. So he announced that monsters were now at war with humans for killing his children, and that he would take the souls of all humans who fell in.

Toriel was livid with Asgore because she knew he didn't want to kill anyone, but said it anyway to give the people hope. FALSE hope.

He has no intention of ever using the souls, or letting the monsters go to the surface to fight and die against the humans. He plans to hide underground, hoping no more humans ever fall.

Toriel calls him to task because it's obvious to anyone who thinks about it. If he really meant to free them, he didn't need to wait however many years it took for the six to fall. He could have left with one, and gotten souls from six humans, and gone back to destroy the barrier.

Toriel had no more intention of freeing them than Asgore does. She was disgusted with Asgore for declaring war, and angry with the people for cheering for war with humans. So she turns her back on all of them, and only returns when he's dead, so she can do things her way.

All that being said...

If you don't go true pacifist, you're basically her assassin, clearing the way for her to take power without her needing to publically struggle with Asgore. Like, she seriously neglected her responsibilities to th people, leaving like that. At least a couple years have passed since she left. Maybe a couple generations. There's a lot of innocent monsters she turned her back on when she left them to Asgore.

Asgore was more of a ruler then Toriel could ever hope to be.

And she's being unreasonable because he made a declaration in grief and anger, where a lot of people could hear it, because he just lost two children to humans. He reacted realistically, and then couldn't take it back because he couldn't dash the hopes of monsters who just wanted to see the sun again, who knew there was no way they could keep going like this. The game repeatedly brings up overcrowding. There's only so much they can do about that. They're running out of room and out of time. Resources are finite.

And all Toriel can think about is her own goddamn moral superiority.
