that's how the computer game ratings in japan work

I thought they used the CERO system, which doesn't have a "g"

so I can only assume this is based on the website's standards.

there's a separate rating board in japan dedicated to pc games too though called the Ethics Organization of Computer Software (EOCS) which basically consists of three levels: general (all-ages), restricted (must be over 15), and 18+ (self-explanatory)

as far as i know, dlsite's store works under japanese law and their age rating system is literally the same as the eosc's ratings so it's probably safe to assume they're basing their ratings off of whatever the rating the game got under eosc

Agreed, it's some young girls bathing together, so what? They are all wearing towels as well. It's not any different from hot springs scenes in many games and anime.

Also, it's a different culture. Japan actually is a bit odd concerning nudity and is pretty much fine with it in works meant for children as long as no nipples or pubic hair shows. Nipples or pubic hair being present makes it 18+. So four girls bathing with towels to cover their private parts is indeed going to be fine for all ages to the Japanese.
