I don't think it should be 100% enforced that a mod picks what monster the character turned into. you should definitely make it an option that the mods can pick for you if you can't decide/don't know what to go with, not that it's required they do.

That's just too big of a factor for a game like this that you should leave it entirely out of the players hands. You'd eventually get people who apply, don't like what they get, then drop all but right away due to it.

yes, either that or allow the players to choose a handful of options they would like their character to become, ranked after what they want most...something like that.
