Not-actually-anon has a lot of solid ideas for a Rune Factory (fantasy Harvest Moon) jamjar.

General summary of ideas: Characters come to a backwater corner of Norad on the demand of a illustrious and powerful monster of some sort, who wants them to develop a little rural community and in the process generate lots of earth/life/love energy to keep the land healthy. Game's atmosphere is largely slice-of-life with lots of player freedom and opportunities for creativity built into the setting, with events mostly environmental rather than character effects - much like Rune Factory itself. Player innovation and initiative encouraged; if all goes as planned, most setting additions will be player-character-driven, and the course of overarching plotlines will depend on player-character actions. Characters' original powers are restricted, but all characters have the ability to learn rune magic and may be able to gain Earthmate powers (plot willing).

Is there interest out there for something like this? Would people be interested in it as a memloss game, a non-memloss game, or somewhere in between?

Oh, emphasizing romance isn't something I'd thought about. That'd be an interesting aspect to roll into the game; maybe giving bonuses to characters in relationships, either by ~the power of ~~love~~ rune~ or by the dragon-in-charge rewarding villagers for getting hitched?

...the latter option could be pretty funny...
