More like they don't want to deal with the inevitable hissyfits that will come. First from someone who lost a username they wanted and second from people who have to get a rename token to claim those usernames.

Which do you think is easier? Telling someone no, you can't have this thing someone else claimed or telling someone that their thing was given to someone else who wanted it because they weren't using it?

Trust me on this, the former is much easier to deal with. The deployment thing may seem absurd, but it does say that Denise and the others aren't willing to deal with the backlash that is likely to come if they purge usernames that aren't deleted.
