it is not a metaphor, it is something that literally still happens nowadays. magazines that bring a piece with each issue and publication is cancelled before they even reach half of it. tons of thematic chess sets have let people with like only like five pawns and a knight. but it is okay, right? they only paid for ONE piece!

if you paid for a full chess set and only got six pieces, you've got every right to complain. if you paid for each of those pieces separately, and it doesn't look like you are going to get the opportunity to buy more, time to move on. this metaphor is getting so tortured you're going to get thrown in the hague.
