You're definitely not the only one with this problem haha. As above, you should see a dermatologist about that kind of thing if it persists because it could be something more serious like psoriasis and stuff like that, but it's not gross! I know girls who are mean about it but it never bothers me (unless it's someone who is very clearly UNWASHED for a LONG TIME with build up in their hair, which is much different) and I have some clients who come to me simply because I've never been grossed out by their hair.

Anyway, I always recommend a baking soda rinse for build up like that, I actually have a personal friend who had this problem to the point her hair was falling out and now that she's doing the baking soda+apple cider vinegar rinse every month or so her hair is healthier and thicker than ever and her scalp is cleared up pretty much completely.

Try it out, as well as shampoo with tytree and mint in them. You want products that will stimulate your scalp and increase blood flow, so the dead skin isn't so bad.

Like I said though, if it persists really badly or gets WORSE see a derm.
