I don't know about a consensus, but there are a few things we do know about her that fandom ignores.

In her voiclines it comes across that she's a huge nerd. Some of her puns are pretty bad and, while they do indicate a robust sense of humour and charisma, it's easy to get the sense that she probably makes them knowing how bad they are. As in, she finds being herself/a bit of a loser cool.

As for her flaws, I think the mother thing is a really good source of potential internal conflict. Her dad is just...kind of there, so in terms of how dominant they are in her mental space, Ana definitely seems like the Mythic person she tries to live up to. There's a lot of conflicted feelings here, many of which are negative. Like you said it's 'growning up in the shadow of' but it's alluded to that while she was young Pharah was around Overwatch. Then Ana changed her mind and tried to keep her away, so there's a chance that that only served to fuel Pharah's hero-worship of Overwatch and its members. When it comes to relating to people she admires Pharah has a history of placing them on a pedestal. As for her mother, she is more conflicted, however. When she's speaking about her mother in her voice lines her tone becomes noticeably harder. In general she's fairly emotive and open so it's a notable difference.
