Alright, this is all a bit off the top of my head, so apologies in advance if I jump around a lot. I'm going highly, highly recommend taking a look at the comics if you haven't already. Go for the issues written by Ed Brubaker, he's considered to be the writer in regards to Bucky.

As far as movie-verse stuff goes, here's my two cents on it. First off, the fish out of water aspect of playing him a present day setting, whether in memes or a game, is going to inevitably crop up He's going to be a little bit out of his element, but he's not stupid. His personality is flexible. When Steve turns up as the super-soldier version of himself, he takes it in stride. I imagine it would be the same for ending up in unfamiliar times and territory.

The Winter Soldier is very much a different-yet-alike character in regards to Bucky. They're both extremely focused and determined to succeed in their missions. The difference is that the Winter Soldier has no moral compass or limitations. He'll shoot a man in the head without a second thought, while Bucky might hesitate and ask why this man deserves to die.

One thing that I see a lot of Buckys missing out on is his humor. He's got a sarcastic edge to his humor, but it's not always bitter and biting. Sometimes, it's just good-humored jabs. With all the angst in his life, this part of his personality might be subdued, but don't forget about it entirely.
