I am trying to get him involved in stuff, so maybe I'm handling his reactions wrong. Sometimes he's stonefaced, sometimes he's thrown off completely. Sometimes he's just apathetic though and maybe that's where I'm drifting off the mark. I'll have to think about that more. Thank you for responding!

You could be right. It's been a while since I played the game but I don't generally recall Cloud being too genuinely apathetic. Sometimes he'd be all "whatever" and "I don't care", but personally, I always interpreted that as being more of a shield/symptom of his withdrawn personality, since it was obvious he was pretty invested in everything he did, and was even willing to go along with some pretty ridiculous shit just because he thought it was necessary.

Also keep in mind that he may not have a point of reference for something; he's forgotten a lot of things. In Case of Tifa it's noted that he actually forgot the names of vegetables and likely had to re-learn some things.

Keep in mind that he was basically unconscious through some of the most important 5 years in someone's life. He went in to Hojo's labs at 16 and kind of suddenly found himself as 21 and having all sorts of nonsense thrown at him on top of the whole 'Zack" thing. He probably has a rather strange world view on things that can be a bit naive at times, somewhere between the teenager who wanted to come home a hero to impress the girl he had a crush on and the adult that shouldered the sword that saved the world.

It could be something interesting to explore with some cross-canon CR you have going with him, someone to confide the void between things as it were.

Just nitpicking and trying to confirm, but in Case of Tifa it's noted that he just didn't know the names of the vegetables? Like... never had a chance to learn all of them.

Cloud’s job was to acquire the provisions and wine – but he didn’t know the names of most fruits and vegetables. Tifa was dumbfounded at first, but came to accept that as a natural consequence of the life Cloud had led. His new life was going to start with vegetable names."

Barret's part is included simply because lol Barret.

It's not stated why he didn't know the names, so you could go with "didn't have the chance to learn all of them". But they do say he didn't know "most" vegetables, which seems unusual unless Seventh Heaven is supposed to be pretty unusual itself in dining. I'd go with a mixture of both not having a chance to learn and forgetting. He could know what peas and carrots are just fine, recognize cauliflower as something he's eaten but not know what it's called, and be completely blank on more unusual vegetables.
