Can't compare to other games since I came back to DW after a hiatus, but I'll confirm that all the CR I've gotten that isn't from castmates is due to ME reaching out.

I just don't reach out often because I'm canon-blind to everybody and most people don't write enough to give me a sense of what our characters would do. If you have concrete interests for your character, that helps me because then I can say 'ah yes they both like or do thing X'. Whereas there's a lot on there that's just 'gimme everything' or 'so and so needs friends' and if I don't know anything about the character or the canon that's just not enough for me to go on to reach out.
