vetting players proactively over a nebulous definition of "bad behavior" sounds like a huge pain in the ass that could bury your game in wank before it starts. people won't want to reserve or app if they're basically inviting others to submit years of petty grudgewank.

tbh... screening potential wankers is no substitute for actual modding. you have to keep an eye on what's going on in your game and talk to players who are character squatting, godmoding, or playing out tea parties in the middle of a war game. i've modded several small games over the years and i've only encountered one genuine wanker (who was actually very easy to boot from the game)... most problems arise from mild wank like cliqueishness or flakiness that 90% of players have been guilty of at some point or another. so you'd be opening your game to a whole lot of wank for very little gain.

i personally wouldn't bother with any kind of screening or vetting process. keep the game small, encourage communication through anon-enabled posts, and pay attention to what's going on.

to play the devil's advocate, so long as the game is meant to be small, filtering players through even "petty" and "nebulous" wank means the end result is going to be as pure of an experience for the small group of people involved

might as well stick to an actual friends-only invite game, then. there's nothing wrong with that, of course.

i don't think there's any way to screen strangers without either combing through their social media (hard if they don't use plurk or have a locked plurk) or by opening prospective players to a wank free-for-all. alternately, if the game is tiny and under the radar, no one is going to pay attention to reserves and there won't be much screening going on anyway. it just doesn't seem like it would be a very effective system.
