they mean games are well received and successful. it's not a statement of quality, it's a statement of whether the game had worthwhile success, which is the only measure of quality that actually matters to developers.

you'll notice no one in this thread is trying to say overwatch is a good game or that blizz doesn't need to fix or patch anything about it. it's just some anon tried to say it was a "backburner" game and not a priority for blizzard, and attempting in further comments to downplay how popular the game is or how much money it's making, when all of that is just objectively not true. goty awards are just another factor in that. games that rack up those, meaningless or not, aren't failures or low priority games.
