reincarnation game w/ some action/adventure

so i've sort of had an idea for a game of this nature since save the earth went belly up. i know raise the earth is doing its thing and that's cool but i want to try something fresh that isn't a sequel to another game. now, i don't have any details down but i'd figure i'd throw a few ideas around and maybe see what happens.

➺ something has woken up and it's cranky. i'm not sure about this aspect because strange ancient monsters/cosmic horrors/whatever can always be iffy in play. still, i'm running blanks on how this could all kick off in a halfway decent way.

➺ whatever the cause is, the aftermath is beginning to draw the worlds together through time and space. it's this (maybe??) that begins the entire process of people regaining memories of their past lives. of course, not all is well because these different worlds begin to influence the game world (earth? some original world?) that everyone calls home in this life. sure, those singing chipmunks from that one world are super cute but this world wasn't quite equipped to deal with an invasion of dragons from another.

➺ maybe one world's influence can sometimes become so great that the world itself begins to change and reflect it. this could offer everyone a change in scenery from time to time and give way to some action/horror/fantasy/sci-fi along with an adventure as they try to adapt in this crazy mish-mash world.

➺ either way, none of this is good for the game world at all and shit starts to go haywire with things just getting worse as time goes on unless everyone gets in there and fixes it.

➺ you see, an important part of the entire experience for me has always be the growth a character goes through as they live out their current life while simultaneously experiencing this life they already lived. as time goes now just where is their loyalty going to end up? will they still call the world they live in home or will some start to yearn to go back to their "true" homes?

this is why i would wish for the worlds were these reincarnated characters come from to play some sort of role but also offer a dilemma. like hey, your world is cool and all but all these other places piling on is starting to royally fuck shit up. now, you can fix it but it requires sacrificing something from this other world-- could be something small or it could be something major. it all depends on the actions of the player leading up to that moment of choice. now, this is all good on paper but i'm just not sure if there's a way to really work this out in a game without causing a fuss.

now, i could just say all the worlds being offered as sacrifice are original instead so there's still this dilemma but it's just not a crazy personal one. this would still allow the reincarnated characters' worlds to play some sort of part too.

➺ the population of the game setting would have an ever changing opinion of the reincarnated characters. ICA = ICC. play it good? everyone is cool and thinks you're awesome. fuck everything up? the population starts to turn against you. keep it up and it start to negatively affect things. jobs are lost, you're kicked out of your home, you can't go to school and maybe the military gets involved. this could lead to a lot of other things like submitting to monitoring chips, being branded in some way or finding yourself moved to a nice city under total control by the government.

➺ which makes me realize i'm not sure how the government/military of the game setting would involve themselves but i'd like to have it so characters can work with them or against them. there's likely going to be other groups becoming involved depending on player actions.

➺ MOST IMPORTANTLY how these memory/power/appearance/etc regains will work. obviously, memory and appearance regains can be handled pretty easily but how should powers be limited? only a certain percent at a time and... maybe once or twice a month? needing to pass ac would probably be a good stipulation to keep in mind but i'm not 100% on it.
