research the hell out of ptsd, since there's no way katniss wouldn't still be greatly affected, and don't be afraid to have her shut down if the environment gets to be too much for her. personally, i would have her seek out whatever peaceful, solitary niches you could find in the game, and have her be very firm that she wants nothing to do with anyone's violent bullshit. i would predict you'd have to work through a lot of reluctance on her part and a lot of persistence on other people's parts to get her to come out of her shell. if you want her to be more action-oriented, you'll have to make sure she finds something she cares very passionately about, such as - let's face it - protecting the poor and the weak. connect her with people who would NEED her, and she'd feel pressured enough to offer her help again.
