It does tip the balance of power towards the unseelie, since the impression has been that the only people strong enough to stand against the kings were their opposite king.

Nobody can stand against Reul now.

I can't believe no one's bringing up that Reul was "dead" for a while too? I'm sure this is just some similar plot thing, since there's no reason why we'd be losing just Ridire because of Snow leaving when she played all of the monarchs and they were all similarly enmeshed in the game and deeply characterized.
