Assuming the only thing wrong is that it's a $25 gift card for $31, a lot of people resell cards from their country to international buyers at slightly higher prices. These cards can be used to make accounts in and purchase items from stores in a different region than you're in. A lot of region locks won't let you pay with, say, a UK credit card to buy something from the US store, so people buy these cards to get around it.

I bought a few iTunes gift cards from the US in this way a few years ago to get some apps and instant release movies that weren't in my country. Nowadays it seems like region locking happens a bit less frequently so I haven't done it in a while, but it's not a scam.

although using a picture of a $50 card with just a "oops wrong picture, it's actually $25!" is kinda shady
