For someone that's intending to join the game with a brown-haired next month, what sort of flip are we talking? Just 'the elites get booted into Midas while the mongrels moved in to Tanagura' with all of the other societal structures like the pet system still in place?

yep, pretty much. a brown-haired person is now treated to money, luxury, and all the pets/retainers they can afford, while a blond-haired person has to live in the slums. they'll be updating the game info and faq to reflect that.
