midnight thief by livia blackburne sort of matches. it's a thief and a knight from the royal guard if you mostly like the thief/castle folk relationship.

The Lioness Rampant series by Tamora Pierce, as well as her Beka Cooper series (the trio named after dogs!) The former follows an undercover noble girl who dresses as a boy to become a knight, but one of her friends is a street rat king.

The second involves a street rat who's dedicated to becoming a cop, maybe the *best* cop, and a large cast of other very poor people who are very badass!
