don't see why they wouldn't be able to? like genetically speaking people are predisposed to certain types of lips based on their race but it's entirely possible for someone's family to just genetically have big lips even if it isn't 'typical' of their race

there are and will be japanese people with any physical trait you can imagine. that goes for pretty much all ethnicities. it's just that some are more common than others.
