Szayel Granz from Bleach is pretty fuckin' creepy, but since a lot of his creepiness is sexualized (though not explicit, and definitely in a way that's meant to make him all the more disturbing rather than hot), I'm not sure if he's the kind of thing you're looking for.

Autor from Princess Tutu is eccentric, obsessive, and a little morbid, but it's not played up very much.
