Yukari might be one of the most difficult Touhous to play. She's an enigma to most players and characters. I can't tell you what makes a good Yukari other than to look at the reccommended accounts, but I can tell you what makes a bad Yukari.

A bad Yukari
> Doesn't use a permissions post. All Touhous should have a permissions post. I've seen some with opt-out posts before the Homestucks made them popular. Make them out of courtesy, because there's no amount of convincing others that Touhou isn't a neckbeard canon when the fandom outside of DWRP is very neckbeardy.
> Gets involved with everything. Fandom interprets as her being partly involved or manipulating certain events, where in truth she... has pretty much stayed quiet for the past couple of games. She maintains the border, and she is old. I'd emphasize that while she is formidable and would causally have a danmaku fight, she'd be perfectly okay with having a cup of tea or sake with someone instead. She does not have to be involved with every plot.
> Doesn't act as guardian of some kind. All of the playable command (Reimu, Sakuya, Yomu, Sanae) minus Marisa have a guardian. Yukari is Reimu's in the loosest sense of the term. She may troll and tease Reimu, but she doesn't actively antagonize any of them.
> is a megalomaniac. No, Yukari isn't someone who will destroy the world or cause mass amounts of harm like some of the other Youkai in Genoskyo. She either knows or was well-involved with all sorts of old pacts between Youkai or between Youkai and humans. The one about keeping the underworld spirits in the underworld and pacified there is a good example. She sticks to her promises. Yukari likes some light chaos, but she ultimately favors order.
> has a perfect memory/ attention span. She doesn't. She completely forgets to repair a part of the cracked border that lead to the events of PCB.
> has complete control of who comes in and out of Gensokyo. This isn't true. The Scarlet sisters moved their entire mansion from somewhere in Europe into Gensokyo without her help. The Zashiki-warashi in WHH moved out of Gensokyo to the modern city and later returned freely. Players can headcanon that they met Yukari before going into Gensokyo, but it's incorrect to think that Yukari controls everything about entering/exiting the dimension. IIRC it's only canon that Yukari helped create it, that she maintains it, and that she's brought in the goblins recently.
> feels "indifferent" towards everyone. Also not true. She favors Yuyuko, she arguably despises Tenshi and dislikes Satori, and/or fears Eiki.
> is petty. This might not be how players intend to play her, but some Yukaris in the past came off as petty/spiteful to me, as in if they were insulted or wrong in the slightest way, that Yukari would smite them. Yukari doesn't always give a damn. There's no canon evidence that she holds grudges over little jabs.
> knows everything. Yes, we get it. There is a border between "known and the unknown" and Yukari can manipulate it. No, she doesn't know everything no matter how much she plays with conceptual borders.
> does not acknowledge Maribel Hern. Whatever you may think of Maribel being connected to Yukari as an origin or a split is your own decision, but don't shy away from her completely out of fear of creating headcanon. I've seen Yukari players not want to bring up Maribel for that reason. I'm here to tell you that it's okay to do that so long as you're reasonable. Don't forget about Maribel's existence.
> is the oldest Youkai/character in Gensokyo. This isn't true either. There's no evidence saying that the Yukari we know is over 1000. Yukari-minus-Maribel, whatever that entity is, can be older but that's up to your discretion.
> is never surprised. Yukari can become surprised. She can find things or people interesting. She can guess, but she doesn't know the future. She's adaptable and clever. If she wants something, she might be too lazy to use a gap to get that something herself. She is not lazy enough to have Reimu go to the mood and bring her back some sake on the side.
> doesn't know her lore. Yukari is goddamn educated, even if she might not have seen every single youkai in the world herself. In FS she is shown to be penning classical scrolls about youkai. That's not saying she'll always be right about youkai and mythical creatures, but she would know a great amount of myths.

These are just a few things that pop in mind.
