I want an arena that forces the more passive characters to fight each other. Bonus points if they have to fight the people they care about.

I say this as a passive character player. Sometimes it's really hard to make a character fight when the only thing they have hanging over their head is temporary death.

I like the idea of higher stakes. Threaten the Tributes with something worse than temporary death, threaten their CR out of the Arena....we have a lot of pacifists running around unpunished. I say this as a pacifist player. I'd enjoy my character being forced to make hard choices.

Yeah, my character isn't going to try killing people for his own sake, but if the Capitol twisted his arm and told him that his loved ones were going to be killed/tortured/hurt if he doesn't get some blood on his hands, he might go through with it.
