Notes on an interview between Ikuhara and Morishima. Found a particular quote to be interesting:

Ikuhara first imagined the Judgemens would be female visually, but have male seiyuu voicing them, so the original designs Morishima created for them looked female. Between this and the way the novel goes out of its way to avoid ever describing them using gendered phrasing (while it has no problem referring to the girls as “girls”), I think it’s safe to say that men do not exist in this world, period.

Apparently men don't exist in the world of Lesbian Bear Storm and that the Judgemens were apparently either supposed to be women or men with a more androgynous look in contrast to how they look now.

Also:

Ikuhara decided after Penguindrum that his next work would be a “love story,” but he finds heterosexual romances to be played-out in general. Once you decide, “Okay, this is a love story between a girl and a boy,” it’s a struggle to find an angle that hasn’t been done before and doesn’t wander into the realm of cliche.
