How are powers going to work? Maybe limited or likely to put a character at a disadvantage outside the ring (e.x. a character with superhuman strength is given restraints that a regular character wouldn't; a mage's magic can be turned on and off and tampered with by their handler)? There by default but subject to adjustments to make matches more "interesting"?

In the arena, people are going to be divided into different power classes, and powers will be nerfed as necessary to keep things roughly balanced and interesting within those classes. (People with really over the top powers will probably be nerfed down no matter where they are.)

Outside of the arena, everyone will probably be depowered, but I'm not certain about that.

But yeah, beyond the basic nerfing (that functions at the base level) the arena will adjust things to fuck with people, depending on who is in the match. Throwing curve balls is part of the fun, so far as the administration is concerned.
