because.............. you fill them out................. did you even read the material they gave you? previous documents will usually list the required documentation, and income papers are /always/ going to be a part required to fill out. it is income based, so you will obviously need proof and documentation of that so they aren't giving benefits to those who don't need it. income = anything you bring in.

look on any government site for benefits - actually read the requirements. you'll find that income papers, aka proof, are just as needed as identification. it's self-explanatory.
