More than likely they were in a situation where they felt they had no choice because the alternative to theft was something they didn't want to deal with (like being evicted or not being able to buy food). So they felt bad about it, or at least the fact that the situation drove them to it.

They probably needed the money and understood that they were stealing from someone who probably also needed money. Didn't stop them from taking the money, but they probably wanted to do something to alleviate the guilt somewhat, like leaving an apology.

Not gonna lie; if I was in that situation, I'd probably leave an apology too. Probably one on paper with a picture of a kitty or something, though.
