Quality control is always going to be the tricky part. However, I think the character suitability section and the player suitability/'prove you read all the rules' section will help with that a bit.

I'm thinking I may also require a test drive thread for the third-person sample, as well. They're more fun for the players and are a much better indicator of how well a character will fit in with the game.

true enough. however stringent your application standards are, there are people who can write a decent app but turn out to be difficult to deal with in-game. maybe in the suitability sections you can include a question about any plans they might have for the character in the game? might help with screening if you have players write out what they intend to do in addition to just how their characters would deal with the game premise. also it might help if for the third person test drive, you have prompts that would have them write responses as if they were already in the game as opposed to the usual arrival scenario tags.

I'm glad to hear the suggestion because that's basically what I was planning for the suitability section! How would your character react to the setting, how easily would they adjust, would they actually commit crimes, what might make them change their minds, and so on.

The idea for the test drive was to have a brief summary of the current state of the game, plus a few different prompts that players could work with. However, I am intending to allow test drive threads to become 'canon' to the game and be used as AC for existing players, so I don't want to exclude arrival scenarios entirely.

Honestly, the best way to deal with quality control issues is to stick to stringent app standards, and make it clear up front that any problem players will have their asses booted in short order and stick to that, too.

It'll probably get you wanked on a bit if you do end up having to boot someone who's being an asshole, but it's about the only way to keep a conflict-heavy game from imploding.
