Basically repeating what's been said, but: I would definitely love this as an AU game, and I tend to agree with Harry that one location would probably work better, in terms of CR if nothing else. I do think that including the nearest city would be a good idea just because it opens up more opportunities for exploring the world and allows more different types of characters to be AU'd into it.

I don't think you're ever going to totally circumvent the everyone-wants-to-be-a-pilot problem, but making sure there are plenty of things going on for other sorts of characters - political shenanigans, scientific discoveries, Kaiju attacks OR the aftereffects of them affecting the whole city and not just those sent out to fight - might alleviate it at least. And I don't think it would be unreasonable to have a decent number of recruits in training who need to find the right drift partner(which would also allow people to app in as a pilot without having one)/need a Jaeger to open up for them/otherwise aren't necessarily out fighting Kaiju just yet, although there'd need to be opportunities to get out there at some point.
