rpanons is an anonymous community for role-play related topics. This place serves as a forum for game discussions, canon discussions, RP solicitations (ATP, game ads, open memes), and advice. The occasional off topic comment is inevitable, but please keep heated social and political topics to their respective communities. Posting them here will only get them frozen. Subsequent threads made to bypass a freeze will then be deleted.

I wouldn't go so far as to say they're explicitly picked to be role models, but there's definitely an air of putting them on a pedestal and giving them responsibility/authority to match.
I wouldn't say that prefects act as "class leaders" in the same way that Ishimaru does. That role is very specific to the culture of Japanese classrooms, and some universities who appoint student representatives. A more accurate title for someone in Ishimaru's role (if he was in the British educational system) would be "Head Boy". But I don't think "Super Duper High-School Head Boy" rolls off the tongue as well.
