I think some people only know "prefect" because British media has become so prevalent in the US. Prefect works a little better I think because it reflects how hard he works to get good grades and study, maybe? But there's really no English word for "fuki." It never fails to blow my mind how other countries have words for such specific concepts.

Saw a piece of Japanese fanart that called him a "disciplinarian" which...kind of works?

As an actual British person who went to a school that was just snobby enough to have a prefect system, I have to say that "prefect" is an ideal term for his role.

Prefects aren't just picked to act as hall monitors. More often than not, they're chosen more for their academic ability and extra-curricular activity. I wouldn't go so far as to say they're explicitly picked to be role models, but there's definitely an air of putting them on a pedestal and giving them responsibility/authority to match.

I wouldn't say that prefects act as "class leaders" in the same way that Ishimaru does. That role is very specific to the culture of Japanese classrooms, and some universities who appoint student representatives. A more accurate title for someone in Ishimaru's role (if he was in the British educational system) would be "Head Boy". But I don't think "Super Duper High-School Head Boy" rolls off the tongue as well.
