I think you'll be fine as long as it isn't the only power you can ever get through this method, or, conversely, if it is the only power you're allowed to pass completely and try again in a couple of months it should be fine. It's different from Digimon, because in that case it's welcome to the game, have three Digimon, take them or leave the game.

One Piece, right?

It would be the only power someone can get. Though I may put restrictions on characters coming in with powers already (meaning like an xpman can't get a power from the game)

Oops, accidentally hit send. But that's true, the power thing isn't a major component of the game, more of a bonus, so it wouldn't be like the digimon game.

And it may be One Piece based, maybe.

Then if people have the option to pass completely on getting a power and try again in a few months it should be cool. I mean, you don't want them just trying month after month after month because why bother with the RNG? But at the same time nobody wants to be stuck with something they just don't want.
