or put in a game system so their actions and everything are controlled by the dice

or they could be playing d&d

we could have ooc drama between the characters, ic drama between the characters' characters, and ooc drama between the players

and argue about a good dice rolling system on ever level

I don't play on DW, but my RP pals and I get together every week and use a cool program from these folks: http://rptools.net/

The layout of the program's not the most intuitive, but you can chat RP and control the action using a plethora tools.

I've played on there for a single session, and it works for when people can't get together to play.

I'm frankly amazed nobody has made a jamjar using Sigil as a setting. It's like... a pre-built jamjar, no work required.
