Here is the original manga in English, although this isn't complete. I think more chapters have been translated into French but it's difficult to find online.

There's an animated series that follows the original manga fairly closely, although there are some subtle differences. It runs in 31 episodes, easily torrentable, or can be found here in Spanish.

There was only ever one "pilot" episode dubbed into English and it's incredibly difficult to find. There is a Spanish fan-dub here. The pilot is interesting! It rehashes stuff from the other episodes, but there's also a lot of new animation done specifically for it. They completely changed the story around (it's very Star Wars-esque, even mentions of "The Dark Side Clan" as the main antagonists). It's pretty quality animation (especially the scenes with Cobra sliding down the pole or trying to escape Vaiken's laser shots) for a promotional piece that ultimately and unfortunately never went anywhere.

As the other anon linked, there's that retsupurae of the Sega Saturn game which is fun, if you like text adventure games in the style of Snatcher or Policenauts. It follows the manga closely in the beginning, up until Cobra and Jane escape, and then the story diverts unto its own.

There's a movie which loosely follows the manga... which is honestly more like watching an acid trip than a movie. Then there's then two OVAs that came out in 2008 as a sequel to the first animated series, called The Psychogun (4 episodes) and Time Drive (2 episodes), which can be found easily in Japanese and French on youtube. They did this as part of Cobra's 30th anniversary, and updated the style and animation consequently.

After that, there's a scant 13 episodes that run in that new style, which can be viewed here. Supposedly there's going to be a live action movie coming out this year but I haven't heard any details about it since.
