It's raw you donkey

Rundown: [community profile] rpanons is an anonymous community for role-play related topics. This place serves as a forum for game discussions, canon discussions, RP solicitations (ATP, game ads, open memes), and advice. The occasional off topic comment is inevitable, but please keep heated social and political topics to their respective communities. Posting them here will only get them frozen. Subsequent threads made to bypass a freeze will then be deleted.

Rules:

Do not post pornographic or shocking images.
Do not share private entries, plurks, chat logs, etc.
Do not use this community as your social/political/hatespeech soapbox.
Do not be redundant. One page does not need three or more threads on one topic/theme.
Do not treat this comm like your personal Plurk or Twitter. Off-topic happens, but it should be open for discussion and not just a play-by-play of your life. No one cares.

At the same time, characters tend to come into contact all the time with NPCs and it's just not played out. So they could see network posts from NPCs or have NPCs post to theirs, but it would be generic stuff not played out, much like meeting an NPC on the street or in a store. Or maybe it works more like social networking than a forum where people have to give out their ID first and then they meet people via that, so it actually has to build up in game to a degree rather than being available right from the start.

Also, you might want to check out Luceti's network information. They use magical journals pretty much, something like that could work well in your low tech setting. There are bound to be ways to make it work and be realistic so you don't impede the ability to have easy communications from more distance (since that tends to restrict exploration of settings).

Also, another thing I remembered was that in a non-journal game I played in, there was a network done with magical mirrors once. It did video, voice, and written communications just fine, was just basically them having a special mirror to communicate that was attached to the network (and looked like a normal mirror to anyone who wasn't aware of what it was). Something like that may work as well.

A network that builds gradually might work! The technology/magic required for a network definitely exists in this setting, but I like the idea of it being used for social networking among people who already know each other. One of the below anons also suggested character-created network devices.
