I think the big problem is that you're expected to really justify why your character is the Incarnate of Whatever, so people are trying to choose things that are hugely important to their character.

Like, it might be more interesting to play as the Incarnate of Begonias, but unless Begonias are super important to that character, it's basically impossible. Most characters wouldn't even be able to get away with apping as the Incarnate of Flowers. But if it's a big deal for your character that they are At One With Nature and are a huge nature-nut, it's going to occur to you that Incarnate of Nature is a good bet.

I'm also not getting where all this anger over people choosing powerful but broad concepts is coming from. Because imo, the broader the concept is, the easier it is to come up with something similar but different for your character. Someone has Incarnate of Madness? Choose the Incarnate of Instability. Someone has Incarnate of Music? App as the Incarnate of Rhythm, or Melody, and have them work together or butt heads. You're really more screwed if something like Pineapples are super duper important to your character and someone's already apped that.

Yeah, there's also the fact that, like. Some of the characters might have super powerful concepts but either not want anything to do with them, or not be willing to abuse them.

Plus, I seriously am expecting (or hoping) for this to turn out like a game of Nobilis, where even the "minor" concepts can be super powerful, everyone is godmod, and therefore there's really no point in trying to abuse your powers. More things get accomplished by ingenuity, diplomacy, deal-making, and flat-out sneaking around than brute force.
