I don't see why creating that divide based on hair color would be hard when the og Tanagura managed it? Honestly I think a big factor in it's success was that your character choice needed to reflect what you wanted out of the setting so you couldn't just app whoever you wanted without putting at least some consideration into it, and you'd immediately know when tagging someone what status their character was because it was something so visible in their icons.
I think the actual issue is that Tanagura required very dedicated mods to run, and those are in low supply these days. So many plot beats, active NPCs, actions and consequences tailor-made for characters, and enough active and consistent taggers that things moved at a decent pace.
