That's going to happen in any game, with any players who poke at plot, because there will always be a subset of lazy assholes who want attention but don't want to actually do anything. There's absolutely no way to avoid this, because even in a completely plotless, perkless sandbox, the whiners would be whining that people like playing with the active players more. All you can do is shut it down when it happens where you can see it, and dole out warnings - and bans, if necessary, though I've never had things go that far - if people step over the asshole line.

IME, it's not usually the same 10% who contribute every time, though. There will be a few core players who are pretty much always active and engaged, and then there will be other people who dip in and out on a month-to-month basis. So overall, a higher percentage of people is actively involved, you just set the target percentage low on any given plot component as an anti-frustration feature, both for yourself as a mod and for your players.
