as a mod, I think the problem with that is that what I'd consider the bare minimum to be actually engaged in the game would be tedious to enforce as both a mod and a player. a really active player can be doing 200+ comments a month, but IMO the line where I can safely say "okay, you're tagging enough to be involved and not just present" is about 50 comments. but no one wants to count 50 comments every month, and it's much easier to struggle and feel pressed for time when that's the enforced AC and not something you just happen to be hitting by having fun in the game.

ACs of 5-10 comments, on the other hand, are basically pulse checks. they function better than check-ins because they force you to actually play instead of just leaving a check-in comment, but doing 5-10 comments per month and that's it isn't meaningful engagement at any game.

a lower AC but with a note that the mods can ask you to show more if you're constantly just scraping by is a good middle ground between "high AC that is stressful and tedious" and "manageable AC but you just have to accept that some people will join and make exactly 10 comments per month from now until the game closes".
