What Japanese homosexuals want isn't a gay character in a video game, they want acceptance. In Japan being different is not viewed as a good thing, and people will get ostracized for much smaller differences than their sexuality.

As seen worldwide, normalizing homosexuality in people's minds and creating an accepting mindset does involve use of media to make people aware and understand. The problem is the stereotype of the 'strange/wacky creative type' Japanese media often portrays homosexual men as. Some gay men embrace that, but fact is it's not overall accurate. If you are out you are either ostracized or treated as a walking joke.

So yes, media representation is important, but it has to be the right kind. Persona doesn't have a good track record with treating the concept of homosexuality as anything but a gag reel.
