yep! although it was actually shinier in the prequels/back in the day, and the in-universe explanation for that is the shift to sturdiness and utility over aesthetic and elegance once the Republic collapsed and the Empire took over. as far as the Empire's concerned, pretty things are very low priority, and if it's crude but cheaper and gets the job done, they'll pick cheap every time. not to mention the financial imbalance in general across the galaxy once the Empire hit--aside from the people at the very top, most everyone just can't afford shiny and sleek
