DA but for me a good event gives you a chance to make new CR as well as to build up on the CR your character already has.
This event fails on the first for me because there is no real reason for character A to care about the ghost of character B if they don't already know each other, and most characters are way more likely to confess their regrets to make the ghost go away to somebody who is already a friend rather than to a stranger. The ghosts also don't really do anything but float and stare, which won't impress every character enough to spur them ICly into action either.
It's most likely aimed to be psychological horror which is always a good change from the usual gore, but overall there is very little substance to drag out for an event that is meant to go on for two weeks. It also feels a little too similar to the Glass Witch plot earlier this year for me, but ymmw.
