the fact that 'what's written isn't set in stone' negates the actual concept of character goals. anyone can pull anything out of their ass for a 'goal' if that's all that's needed. the quality of what an appropriate goal is would be pathetic at best, and it still wouldn't dissuade from people apping inappropriate chars, or not having a clue what they're doing.
not to mention, so what about impulse apps. the games i've stayed in the longest (2+ years) were because of impulsively apping into them. not everyone's a shiny flake.
