Only the Lord Paramount titles which NPCs already claim are off limits; so if you wanted a character to be the head of, say, the Umbers, the Risleys, or the Conningtons, that is perfectly acceptable! Potential players are also free to design their own non-canon houses or app from unmentioned houses. The houses page will be edited after apps to ensure it accurately reflects played characters.
